The fire has spread so quickly that some residents have been given only 10 minutes to leave their homes.
Mr Villaraigosa urged people living near the fire zone not to wait for the flames to approach before leaving.
"If you wait for the fire to get there, you waited too long," he said.
California Governor Arnold Schwarzenegger has declared a state of emergency for Los Angeles County, allowing state resources to be used to fight the fire. He had earlier made the same commitment for the Montecito fire in Santa Barbara County, north-west of Los Angeles.
