UIC spokesman Abdi-Rahiin Ali Mudey said the Islamists would not attack the Ethiopians or Baidoa, but wanted talks. The UIC has introduced law and order to the capital and much of southern Somalia for the first time in 15 years and denies links to al-Qaeda.
But other Islamist officials were being reported on Tuesday as saying they are "now in the last stages of preparing for full-scale war" against Ethiopian forces inside Somalia.
