British Airways has cancelled all domestic flights from Heathrow Airport.
Brian Ambrose from Belfast City Airport said it would take time to clear the backlog.
"I think particularly with London Heathrow, although they are putting the larger flights on, it's totally dependent now on the weather in the south of England.
"We're in a position now to totally clear the backlog, but Heathrow, I believe, is still pretty fog-bound at the moment," Mr Ambrose said.
