The M5 is shut between junction 11A at Brockworth and junction 12 for Quedgeley while officers "recover the body and establish circumstances". All lanes northbound and two lanes southbound have now reopened on the M5 between junctions 11A and 12 at Gloucester.
Diversions have been put in place, and traffic has built up on nearby roads. Police said "work was ongoing to identify the person found dead".
The slip road at junction 11 southbound has also been closed. They said a temporary speed limit of 50mph was in place and lane one southbound would remain closed with a temporary speed limit of 40mph to allow police to continue further investigations on Thursday.
The A38 in both directions is extremely busy. The A40 from Ross-on-Wye, the A48 from Minsterworth and the A417 from Maisemore are also busy. Ch Insp Alistair Barby, said: "While we understand how much impact these closures are having, someone has died and it is our responsibility to get answers for their family as to what has happened, while also protecting the dignity of the person involved."
