"Numerous roads closures in place and therefore we kindly ask you to stay away from the area," the force said. The force has arrested a man in his 30s on suspicion of firearms offences, a spokesman said.
Witness Sandra Pratt told BBC Radio Kent she had heard the sound of gunshots and saw a man "holding a rifle and a pistol".
She said he had been seen on the top floor of the block of flats and armed police had approached the high-risk and gone inside.
Ms Pratt, who works at the Range shop nearby, she said had seen about six officers on the balcony and it seemed the man had been detained.
It is not known if anyone has been injured.
