Free buses will run on many routes from 2000 GMT until 0230 GMT. Last year's Calennig event had 30,000 people see out the city's centenary. More than 30,000 people partied the night away.
BBC forecasters predict rain across south Wales will give way to winds. But high winds and torrential rain put a dampener on New Year celebrations for thousands of people in Scotland, Northern Ireland and northern England.
The weather forecasts suggest gale force winds may strike in north Wales, with gusts up to 70mph. One hundred thousand people had been expected in Edinburgh alone to enjoy Hogmanay, but a concert and fireworks display was cancelled because of concerns for the safety of performers and onlookers.

The Real Thing are best known for their 1976 No 1 hit You to Me are Everything. Thousands thronged the streets of the civic centre to join in the celebrations and usher in 2007.

The countdown to midnight begins at 1800 GMT when the gates to Bute Park open for the free Admiral Family Fire Show, which kicks off at 1900 GMT. Other attractions included the Winter Wonderland open-air ice rink for skaters.

The centre piece of this year's event is the Dragon, with the pathway to it lit up with hundreds of fire drums. Councillor Nigel Howells, executive member for culture, leisure and sport, said: "This year's Calennig has been another fantastic occasion with free family entertainment in Cardiff and a great way for the city to welcome in 2007."
Other attractions include the Winter Wonderland open-air ice rink being open for skating, with an extra session for Calennig from 2300 GMT to 0015 GMT. All the fun of the fair continues around the civic centre on New Year's Day, plus skating and music throughout the day at the Winter Wonderland.
Free buses run on around a dozen routes. The services are: 8, 13, 17/18, 23, 27, 28, 44, 49/50, 57/58 and 61.
Entertainment on the Calennig main stage begins at 2020 GMT, with acts including Clem Curtis and The Foundations take to the stage to perform their hits, including Build Me Up Buttercup, which reached No 2 in the UK charts in 1968.
The Real Thing are due on stage at 2310 GMT and are to see the audience through to the New Year.
