Leicestershire Police said the man, whose age and name have not been disclosed, had been charged with public order offences. Russell Rawlingson, 50, of Glenfield Road in Leicester, has been charged with threatening and abusive behaviour causing distress.
He is due to appear at court later. He will appear via video-link at Leicester Magistrates' Court later.
