Restaurant owner Dharmesh Lakhani said he was "really happy" to get to work. Shop owner Drew Harriman said they now felt "ready for anything".
Mr Lakhani, who runs Bobby's on the city's Belgrave Road, is opening at midday and said he was worried it would take businesses in Leicester longer to recover because people would be reluctant to travel there as a result of the "stigma" of the local lockdown. Mr Harriman, who runs Harriman & Co homewares, said they had opened briefly in June,
"Four and a half months we have been shut. It is quite demoralising," he said. "The second lockdown was much harder. The first time we spent the time wisely, making changes and improving the shop.
"We are already one month behind the rest of the country. That was the toughest part. It made us feel inadequate." "But the second time was 'Oh God really?", it came as such a shock we kind of went to ground a little bit.
Although he said he believed it would be a "slow start", he said he was "really, really excited to finally get a chance to open the business and get into some sort of routine and normality". "But is great to be open again. We have reduced hours and we will see how it goes.
"It does seem to be busier today, there are definitely more people around than previously.
"And we are keeping on a few of the ideas we have had, like Facetime shopping, local deliveries and maybe private shopping slots."
