'Very rapidly'
Mr Raymond said buildings either side were "OK" but added a building inspector was due to look at them on Thursday.
Jason Maddocks, who lives next door, said he heard the explosion.
He added: "I didn't even know it was on fire to start off with and I opened the back door and all the smoke was coming in the flat."
Crews from several places had been called to the scene
David Hall, who lives nearby, said there was glass "all over the road".
He said: "One of the firefighters I know was saying it was lucky - if (there) was (someone) in it, they'd have been dead."
