North Wales Police said Richard James Brown, 24, of Newborough, Anglesey, has been charged with three counts of causing death by dangerous driving. A third girl, Tracey Roberts, 17, from Bangor remains in hospital.
He also faces one charge of driving with excess alcohol and will appear before Llandudno Magistrates later. Mr Brown's solicitor, Myrddin Owens, told magistrates his client was seriously injured and in a wheelchair.
The driver and another passenger were rescued and treated in hospital after the Citroen C2 they were travelling in crashed on the Menai Bridge. Chair of the bench, Emrys Williams, said Mr Brown was being remanded in custody for his own welfare.
Meanwhile, the family of Cliff Jones have paid tribute saying the former Llangefni County School pupil, known as Cliff Coch, was about to start work with his grandfather as a trainee plasterer. Tracey Roberts, of Bangor, who was a passenger in the Citroen C2 car Mr Brown was driving, remains in hospital with what police have described as "life-changing" injuries.
"Our hearts go out to the other families at such a difficult time," they said. He is due in court on 13 March.
