Neale Jones, who lives opposite the family and is an ambulance first responder, said he heard shouts as he was having breakfast and looked out to see the father leap from a bedroom.
The fire broke out before 0700 GMT on Wednesday
He raised the alarm and he and fellow neighbour Billy Chinnook went to help.
"We managed to get two of the children out through the downstairs window
"Then Billy caught the one baby...and I caught the second baby about two months old," Mr Jones said.
Mr Chinnook added: "The mother dropped the babies and we caught them on the pavement in our arms."
He added that the community was "devastated".
"The children are so young. Well, it's just tragic, isn't it," he said.
