A 23-year-old man was arrested on suspicion of criminal damage. They were a part of a group of four men. Police said a group were seen spraying graffiti just before the crash but they are yet to establish if there was link with the two people who died.
Earlier reports suggested the men were spotted spraying graffiti, but these reports were not confirmed by BTP. A 23-year-old man was arrested on suspicion of criminal damage.
The circumstances of the incident are under investigation. Chief Superintendent Paul Crowther stressed that although a security guard spotted a group spraying graffiti, which may have spurred them to flee, they were "not being chased".
The fourth man escaped from the scene, BTP said. 'Tragic incident'

A man, who lives in a block of flats opposite the tracks where the incident happened, said he saw the bodies from his kitchen window. Describing the incident as "tragic" he said it showed the risks vandals take.

He added that emergency services had to wait until the power on the lines was turned off to reach the bodies. A statement from London Underground said services between East Ham and Dagenham on the District Line were suspended in both directions on Friday night following the incident.
