Sam's parents, Martin and Rachel, had made a public appeal for Ms Saaf, 27, the registered owner of the car, to come forward. The woman was arrested on the outskirts of Pensford near Bristol at approximately 1230 GMT on 10 May after being found asleep by a farmer in a barn.
Sam was killed as he walked along with Dr Peter Harbord, the father of one of his friends, and three other children at after leaving a youth club service at the nearby Henleaze and Westbury Community Church.
Police said a white Ford Focus estate car was travelling along Eastfield Road towards the centre of the village when it collided with the group.

Mr Riddall, 45, said: "Sam was the most wonderful of boys and we loved him very much. The three other children involved in the incident, all thought to be aged 11, were uninjured while Dr Harbord received minor injuries and was released from hospital later that evening.
"His smile could light up the darkest room and his attitude to life shone out of him like a light. Sam's parents, Martin and Rachel, had made a public appeal for Ms Saaf to come forward.
"He was passionate about football and he loved his brothers and us.
"But we miss him very much indeed. And we wish he was here with us every second of the day."
