"Greater Manchester Police and the Serious Organised Crime Agency will be making a joint referral to the Independent Police Complaints Commission," a spokeswoman said. "This man was just going about his daily work when he was gunned down.
"It would be inappropriate to comment further." "I'm keen to speak to anyone who may have any information about the people responsible for this attack, particularly anyone who saw the blue Mazda driving away from the shop before it was dumped in Wigan."
GMP and the Serious Organised Crime Agency (Soca) have made a joint referral to the Independent Police Complaints Commission (IPCC), the force said.
"The referral is to allow independent examination of information sharing between SOCA and GMP prior to the fatal shooting," a GMP spokeswoman said.
