Mr Tothill was discovered at the Whitchurch property at 1030 BST on Sunday and was taken to the University Hospital of Wales where he died on Monday night. People living nearby have been interviewed by police who have sealed off the block of flats for forensic examination.
Neighbours said when he was taken away by the ambulance, he was carried out of the block in a chair and had had what looked like paint poured on him.
A neighbour who asked not to be named said: "It's just so sad, he was such a nice man.
"It's terrible, it's like something you see on the news, it's a scary thing so close to home."
