They were discovered after police stopped cars at Londonderry's Foyle bridge at about 0100 BST on Saturday. A man, 41, from Londonderry has been charged with possession with intent to supply. A man, 28, and a woman, 24, from Dublin have also been charged.
The men, who are 41 and 28 years old, and a woman who is 24 years old remain in custody for questioning. They are due to appear at Magherafelt Magistrates' Court on Monday.
The drugs were discovered after police stopped cars on the Foyle bridge at about 0100 BST on Saturday.
