SDLP assembly member PJ Bradley knows the family and said it was a "tragedy".
"This appears to a really tragic incident which has seen a young man lose his life at such an early age," he said.
"My sympathies go out to his family at this particularly distressing time. I know Stephen's parents and grandparents and they are no doubt distraught at the minute."
