Jan Outwaite, who had just left the gliding club on Saturday, said she saw one of the paragliders who had crashed near a road.
"I was leaving the gliding club about 1430 and I hadn't realised anything had happened," she said.
"I turned left out of the gliding club to go down the hill there and there was a paraglider who had crashed on the side of the hill.
"He was only a few feet away from the road.
"He wasn't moving and I'm not sure which one it was but the emergency services had not arrived yet and there were a lot of people around him."
