Officers said Brad's parents were getting changed when he fell from the first-floor balcony. Richard and Stacey Kremer said they were "absolutely devastated" at the loss of their "beautiful son".
Police officers had said that Brad had been left alone on the balcony while his parents were getting changed when he fell but Mr Kremer denied the claim.
"I was on the balcony with my two sons. I turned to answer my eldest son and looked back to see Brad falling from the other side of the railings," Mr Kremer said.
"We would like to make absolutely clear that at no time did we leave any of our children unattended."
