Gwent Police said the motorcyclist was from Gloucestershire. Gwent Police said the motorcyclist was Stephen Hudson, 41, from the Forest of Dean, Gloucestershire.
Paying tribute, Mr Hudson's family said he "enjoyed life to the full".
They said he "will be sadly missed by his wife Jo, his mum Jean, his dad Tony and all of his family."
