In Devon, there was localised flooding on many roads, with rivers and streams "reaching high levels", the county council said.
It added Buckfastleigh Road, between Buckfastleigh and Ashburton, was impassable due to flood water.
The Met Office said a yellow weather warning for rain in Devon and Cornwall was expected to be lifted at 18:00 BST.
