Welsh budget plans to be revealed Services facing budget cuts

Plans on how cash will be spent on public services in Wales over the next year are to be revealed with the publication of the draft budget. Key Welsh Assembly Government departments are facing revenue cuts in real terms.
Finance Minister Andrew Davies is expected to say he has about £400m less than projected to spend on public services following the recession. The scale of the cuts emerged after next year's draft budget was published.
His plans will reveal whether some key areas will be spared budget reductions or if all departments will be affected. Based on 1.5% inflation, the day to day spending of departments responsible for education and the economy are both set to fall by 0.6% in 2010/2011.
He is also expected to warn that rapid change is needed in public services. But the environment, sustainability and housing department revenue is set to rise by 3.9% and health and social services by 1.1% in real terms.
Details of the draft budget will be published on Monday. Ministers said they would seek more efficiencies rather than cut services.
Mr Davies is expected to stress that while money coming to Wales is still increasing, the public services in Wales will need rapid change as the outlook for spending in the coming years is bleak. Welsh Conservative leader Nick Bourne said the "poor draft budget" was caused by "Labour's inability to manage finances, both at Westminster and in the assembly".
