'Caution culture' | |
As well outlining measures on alcohol, Mr Grayling said the Tories were working on "a range of instant punishments for anti-social behaviour". | |
These included the power for police to "ground" young offenders for up to a month. | |
He also said the party would end "Britain's caution culture" by giving police more powers to bring prosecutions themselves rather than waiting for CPS permission. | |
