No motive has yet been established, but it appears the victims were chosen at random and were not known to the attacker.
Chief Inspector Tom Sinclair said his men were on the scene within 10 minutes.
"This man was walking about with a blood-stained knife in his hands - he was disarmed by police officers using force, and handcuffed and arrested.
