A spokeswoman for West Midlands Ambulance Service said nothing could be done to save the men and all four died at the crash scene. Paramedics said all four boys, three of whom were 17, 15 and 16, died at the crash scene. The age of the fourth has still to be confirmed.
The road was reopened, following work to remove the car, at about 1330 GMT. Police officers urged anyone who saw the crash to contact them. Officers said a police car that had been in the area at the time was flagged down by a member of the public. They urged that person to come forward.
A spokeswoman for West Midlands Police said the car the boys had been travelling in was not believed to be stolen.
The road was reopened, following work to remove the car, at about 1330 GMT.
