About 40 officers were involved in the raids on three addresses in Manchester and one in Bolton and more arrests could follow later, police said. The raids took place in Manchester on Stockport Road in Levenshulme, Victoria Terrace in Longsight and Bowdon Avenue in Fallowfield.
The arrests were related to an alleged overseas threat. A property on Willows Lane in Deane, Bolton, and a property in Stalybridge were also raided.
There was no imminent terrorist danger to the Greater Manchester area, police said. Further arrests could follow later.
