Rick Cressman, the brother of the man Andrews murdered, said his family had opposed the moving of Andrews to an open prison. The family of her victim have condemned the decision to allow her to be kept in an open prison only eight years and a half years into her sentence.
Mr Cressman, the owner of a hotel near Solihull, described the decision as "wholly inappropriate and pretty offensive to the family and to the memory of my brother". They called for her eligibility for release on parole in 2012 to be re-examined, adding that the affair exposed "incompetence" in the Ministry of Justice.
