He described the consequences of the tragedy as "appalling".
"The remaining members of the family and close friends will feel the effects of these events for the rest of their lives," he said.
Faisel's "excess speed" gave him no chance to stop for the red light at the pedestrian crossing he was approaching, he added.
The teenager was also disqualified from driving for five years.
