Officers believe a number of people witnessed the incident but some had not come forward to them. PC Lee Skinner from the Devon and Cornwall Police Rural Affairs team said the force was appealing for anyone who may have witnessed the incident or had any information to come forward.
They added: "Behaviour like this is unacceptable and we will continue to work alongside the investigating officers to bring the offender to justice." "It's a very sad incident, it's a very emotive subject and very sad what's happened, but we do need to get to the bottom of it and see if there is fault," he said.
The force's rural affairs team is working closely with the local neighbourhood team as part of the investigation and officers have urged anyone with relevant information to contact them or Crimestoppers. "Just because something is reported on social media in one way, we need to get to the bottom of what actually happened and the best way for us to do that is speak to the actual witnesses that have seen it happen."
