It said the fire service was at the scene and two lanes remained closed. National Highways said the incident has now cleared and all lanes had reopened leaving minor delays in the area.
Travel monitoring site, Inrix, said there was slow traffic due to recovery work and an earlier lorry fire. It added the fire service attended the scene.
