The Oldham West MP, who is on the left of the party, has said there should be a contest when Tony Blair steps down. Mr Meacher said Britain needed a new foreign policy, not "subservient" to the US, and to raise the minimum wage.
Since being sacked as an environment minister in 2003, he has been a vocal critic of the government. Mr Meacher claims to have support from enough MPs to get on to the ballot and insisted he had a chance of winning.

Announcing his intention to stand on Thursday, he said: "We need a new foreign policy which is based on fundamental British interests, not subservience to the US.
"It is not sustainable to continue as America's glove puppet. Domestically, we should start by raising the national minimum wage quickly to six pounds an hour and soon after to seven pounds an hour."
