Dr Peter Carter, general secretary of the Royal College of Nursing (RCN), said the group was "naturally saddened" by Lady Young's decision.
"Along with other organisations, the RCN has consistently supported the CQC in developing a robust and reliable system of monitoring," he said.
"We hope Baroness Young's departure will not cause any setbacks to the progress the CQC is making in developing a regulatory system which all parties have confidence in."
