Detectives believe he was the head of an organised crime gang that hid drugs in the feet of wooden pallets used to transport legitimate loads of quad bikes and motorised toys.
The Serious Organised Crime Agency (Soca) was involved in the search for him.
Mr Brown is currently in custody in Amsterdam awaiting extradition to the UK.
