He said that calls to "the out-of-hours number were going unanswered".
Stephen Smith, from the Roads Service, said he would investigate why the number did not appear to be working.
He said it had been so cold that salting had had a limited effect.
"We have carried out secondary gritting on quite a number of the smaller routes over the last number of days.
"But, there isn't enough traffic on rural roads to break up the frozen snow following the gritting action," he said.
