Barry Gilligan is the owner of the property investment and development company, Big Picture Developments.
He also owns the former Crumlin Road courthouse in north Belfast which closed in 1998.
Mr Gilligan had planned to turn it into a hotel or office complex but suffered setbacks after a series of fires caused substantial damage to the building earlier this year.
In August, Mr Gilligan said he was going back to the drawing board in order to find an "innovative use" for the building, as his hotel/office block plans both required a significant level of grant aid which was "not forthcoming".
