Ms Keeble said the work her office carried out on behalf of the couple to get an official assessment of their condition had been wasted in a tragic way. Liam Condron, chief officer of Age Concern Northamptonshire, told the BBC News website that Mr Randall had contacted the organisation before Christmas.
She said: "I am deeply shocked and quite outraged that six weeks of phone calls and effort on their behalf to get Northamptonshire social services to carry out an assessment of their condition has ended in such a tragic way." Mr Condron said: "He asked us for information about finding help and we sent him that. His parting comments were that he would contact us if he needed anything more."
Mr Condron said the organisation had been contacted by the county council and staff were trying to get more information at the time of the deaths.
He added: "We are all shocked and devastated and it is particularly distressing when you had contact with someone."
Age Concern will also be assisting in the review of the case.
