Ms Hankey was struck when she stepped in front of the car, which she had left running, at about 1620 GMT on Thursday.
She was taken to Wigan Royal Infirmary with serious head injuries, but died later.
'Horrific time'
A team of 30 detectives have been working on the investigation and the 22-year-old man was arrested on suspicion of murder earlier on Friday.
Greater Manchester Police said the second man, from Leigh, was detained on Friday night.

Earlier, Assistant Chief Constable Ian Hopkins, leading the inquiry, said: "Our thoughts are very much with Lynda's family at this horrific time following this sad death.
"The individuals involved are extremely callous, with very little regard for life.
"The offender drove straight at her and knocked her into the air, leaving her severely injured," the detective added.
"Very sadly Jamie and her son witnessed this," he said, adding that the pair had been left "absolutely devastated".
