Reid was arrested four years after becoming a suspect. He was convicted of two rapes and 24 sexual assaults, but police believe he was behind 71 attacks.

"A strong signal has to be sent to all officers that it was a serious crime to allow a rapist to carry on raping unhindered for so long."
