Witness Martin Waites, 56, said he saw the car being driven at speed across a field before hitting hit the water.
He said: "I could hear a screech of brakes and then saw the car driving fast through a field. I could see dirt flying and the car fishtailing all over the place.
"The car hit the water with an almighty bang and floated for a few seconds.
"Then I saw two children in the back seat screaming and banging on the window trying to get out."
He said he saw the driver open the his door and water flooded in.
Joyce Taplin, 76, who lives nearby said: "I saw the emergency vehicles going down the lane. There were two fire engines with an inflatable dinghy, the police and an ambulance.
"It's very sad when children are involved in something like this."
