People were eventually able to go back home around 0630 GMT - more than eight hours after the incident began.
Luke Murray who works in the Bush Tavern said: "It was very surreal.
"We've all seen these things on television and in films, but this is a just a small town right on the edge of Pembrokeshire.
"But everyone was calm. There was confusion, but there was no panic, no shouting, no screaming.
"The police officers on duty were amazing. They were really calm and very nice mannered."
