He was also shot in the hand.
A Scotland Yard spokesman said: "Bradley Tucker attended Dagenham police station by appointment at 12 noon today and was arrested in connection with the murder of Peter Woodhams. He is now in custody and will be interviewed."
Police had released a CCTV image of Tucker on Sunday.
The image, which was thought to have been taken about an hour before Mr Woodhams was killed, showed Mr Tucker speaking on a mobile phone as he was about to board a train at Shadwell Docklands Light Railway Station in east London.
'Previously stabbed'
After Mr Woodham died in August it was revealed he had been stabbed in the neck by a group of youths in January.
The stabbing happened in the same place as the confrontation which preceded his murder.
His fiancée Jane Bowden said the family was subjected to a campaign of intimidation by a group of youths since the stabbing.
She said Mr Woodhams was stabbed after an altercation over a stone being thrown at his car.
No-one has been charged over the stabbing.
The police watchdog, the Independent Police Complaints Commission (IPCC), began an investigation into the force's handling of the stabbing.
