'Beautiful girl'
Cadey-Lee was attacked on Saturday at The Rocket pub in Leicester.
The two dogs, which lived at the pub, were put down after the attack.
In a statement Cadey-Lee's mother Amy Deacon and her partner Lee Burchell, who managed the pub, said: "Words cannot express our devastation at what has happened. We just cannot believe that Cadey-Lee is gone.
Flowers have been left outside the pub where the baby died
"She was such a beautiful little girl. We loved her so much and we just can't accept that something like this could have happened. How do you come to terms with such a tragedy?"
Chief Superintendent Steve Pitts, of Leicestershire Constabulary, said the couple had been moving furniture out of the pub when the attack happened.
"It appears that a fire escape door was mistakenly left open and allowed the family's dogs, Bruno and Bess, access to the living quarters," he said.
He said the dogs made their way to the bedroom in which Cadey-Lee was sleeping.
"By the time Amy, Lee and the relatives who were helping them move realised what had happened, the dogs had attacked," he added.
