He instead said it should be "easy" to work out who exactly needed the help. Earlier on Friday his comments had caused a little bit of embarrassment to a visiting David Cameron, as the Tories oppose means testing the benefit. Sir Philip stressed he was not party political. Mr Cameron joked that it was "not for the want of trying" to get Sir Philip to come out for the Tories.
