He was responding to a question about whether it's fair that Scottish students don't pay tuition fees and whether they could be scrapped in England. The questioner asks again, unhappy with the response, so Mr Brown insists that higher education is "not free" in Scotland, but the Barnett formula - the calculation by which funding to Scotland from Westminster is allocated - could be reviewed in the future.
