Speaking ahead of her visit, Ms Rice said she was disappointed that Cairo was not leading the Middle East to greater democracy.
Her comments were a reference to a referendum to be held on Monday on controversial constitutional changes. These include provisions for wide powers of arrest and police surveillance.
Egyptian President Hosni Mubarak defend the amendments, saying they were necessary to help Egypt deal with the dangers from sectarian tension and terrorism.
Ms Rice is scheduled to hold talks with Mr Mubarak on Sunday.
