Officers believe they know the identity of the victim, but have yet to inform her next of kin. The area around the building has been cordoned off. Scotland Yard said officers were investigating the possibility that the shooting was connected with a dispute over parking.
Police would only describe the woman as white, but they have issued an appeal for witnesses. Det Ch Insp Colin Sutton, who is leading the investigation, said: "There had been some pretty low-level dispute between this unfortunate victim and her neighbour and it may be that that's got some bearing on what happened, but certainly nothing in the past has happened here of this magnitude."
A post-mortem examination is due to take place. Police are talking to Ms Hart's partner and her neighbour as witnesses.
Mr Sutton said officers would be reviewing CCTV footage from a camera on the building.
"We are hopeful that that will show us exactly what events took place," he added.
A post-mortem examination is due to take place and the area has been cordoned off.
