They were taken to hospital in Dunfermline. A ScotRail spokesperson said: "There is severe disruption due to high winds affecting overhead power lines and depositing debris on the tracks. Most services are affected and we apologise for the inconvenience which is outwith our control.
"We are working with industry partners to restore services as soon as possible."
High winds are also causing disruption across Northern Ireland, where about 20,000 homes have been left without electricty.
