Doubts arose over the fitness of the Sir Michael Stoute-trained colt after he developed swelling in a leg. But the Court of Appeal has granted an injunction stopping former champion jockey Kieren Fallon riding one of the other fancied rides, Recital.
It is the Queen's 10th entry in the race. Her last runner, Church Parade, was fifth behind Shergar 30 years ago. The owners of another horse, Native Khan, had said Fallon had broken a promise to ride their horse.
Meanwhile, jockey Kieren Fallon is waiting for a court hearing at 0900 BST to see whether he can race. Fallon said it had been an "innocent misunderstanding".
Irish jockey Pat Smullen is now expected to ride Recital.
Lord Justice Jackson and Lord Justice Elias overturned High Court judge Mr Justice MacDuff's refusal on Friday to grant an injunction preventing the three-time Derby winner from riding in the event.
He had been urged to make the order by Ibrahim Araci, the owner of Native Khan, to prevent Fallon riding a rival horse, Recital. Mr Araci claimed Fallon had broken a "promise" to ride Native Khan and argued that, under the terms of a retainer agreement, he should not be allowed to ride any other horse in the race.
Fallon had denied breach of contract.
Mr Araci's lawyer, Mehmet Erdogan, said: "He's thrilled. He always trusted the British legal system, that's why as a foreigner he invested in this country. He believed that justice would never go wrong in the UK."
Carlton House is the Queen's 10th entry in the race. Her last runner, Church Parade, was 30 years ago.
On that occasion her horse was fifth to the legendary Shergar.

Two Court of Appeal judges will announce their decision at 0900 BST on whether Fallon should be barred from the race, which starts at 1600 BST.
