The westbound lane may stay shut for some days, but a contraflow system could begin eastbound by mid-afternoon. It brought severe traffic delays, and fire crews finally put out the blaze in the westbound tunnel by mid-afternoon.
Mr Sargeant said the infrastructure of the tunnels needed to be studied. It was hoped a contraflow system could open in the eastbound tunnel later.
Steve Price, group manager at South Wales Fire and Rescue Service, said there was hope that traffic could start moving later through a re-opened eastbound tunnel. A Welsh Government spokesperson said: "South Wales Fire and Rescue have now confirmed that the fire is completely extinguished and they will soon be leaving the scene.
He said by 13:40 BST on Tuesday all firefighting activities had been moved to the westbound carriageway of the tunnels, and that electrical supplies to the westbound side of the tunnel had been isolated. "Structural engineers will now enter the westbound tunnel to carry out an assessment of any damage caused.
"This should hopefully enable a contra flow system on the eastbound side of the carriageway, through the tunnels, within the next couple of hours," he said. "Traffic congestion is now obviously a major concern and we would urge any motorists planning on using the M4 in south east Wales to make alternative arrangements."
"The westbound side of the tunnel will remain closed until further notice due to damage caused by the fire to the overhead gantry and because the lorry and its cargo still remain within the tunnel." Further road closures have been introduced to ease congestion.
The A449 south of Raglan has been closed and traffic stuck there is being released via the A449 Abernant interchange.
On the M4, junction 30 (Pentwyn) was being closed to prevent further tailbacks, while junction 32 (Coryton) was scheduled to close eastbound to enable stationary cars on the M4 in the tunnel area to leave the motorway.
