A spokesman said engineers were working on the problem but was unable to say when it would be fixed. Twenty people were rescued from floods at a motel and seven schools in the area have been closed.

A Gloucestershire Fire and Rescue Service spokeswoman said it was called to reports of a large flood outside of the Briarfields Motel on the B4063 in Cheltenham just after 05:40 BST on Thursday.
"Firefighters led 20 people to safety from the motel and adjoining caravan park to dry land.
"The high volume pump has been deployed and crews from Cheltenham and Gloucester are on the scene pumping the water to where it will not cause any further problems.
"Crews are expected to remain at the scene for at least a further two hours," he added
